Keep sale price reduction on every unit when promo discounts add up to the regular price

Fixed a calculation bug where promotional discounts combined with regular prices incorrectly stripped sale price reductions from order items. Promotional charges are now excluded from full-discount unit counts, ensuring item sale prices and discounts apply correctly.
