Tailwind partials fix and CSS load order update

Fixed a bug where Tailwind configuration files inside the partials directory were ignored during stylesheet generation. Additionally, the CSS load order in the longtail2 theme has been updated to ensure custom styles correctly override default Tailwind defaults.
