New merchant alerts feed and notification system

Stores can now surface stateful and one-off notifications directly in the admin panel via a new notification feed. This system automatically reports misconfigured integrations and invalid API credentials, and clears alerts once the issues are resolved. Merchants can also configure notification profiles to receive automated email updates for selected alert topics.
