Streams the uploaded file with `Content-Disposition: attachment`. Requires the same permission as reading the order's documents. `404` if the document has no uploaded file (legacy documents expose `file_url` instead).

`GET /orders/{order_id}/documents/{id}/file`

**Responses**

- `200` — The file
- `403` — Not enough permissions
- `404` — Document or file not found
